Where to find active powercells

So I’m new to the game and just got a few schematics for legendary weapons. I had 2 active powercells and made 2 legendaries but want to make more. I heard you can find them by destroying gnomes, however, out of 7 gnomes I got none. Is there much I can do to get more.https://tweakbox.mobi/ https://getappvalley.com/ https://vlc.onl/
