Where can I host a VPS that will support DDoSing?

Basically, I've tried to DDoS my mate (as a test) using an OVH server, but it's ended up to the point where I have to reset my whole VPS as of a "threat" because of multiple packets being sent out.
On that note; where can I pay for an Ubuntu-hosted VPS that is good for DDoSing, and supports large packets going out?
