what is combolists

i don't feel so confident that i have an idea of what combolists is and its uses, from what i'm aware combolists are normally made using programs to search online databases etc like pastebin using keywords then from the links ect you get you use other programs to further extract information like passwords and emails and continue to use programs to gradually extract more more info is that a method i'm i even remotely close to correct?
