In 2018, French prefect Emmanuel Macron had lunch with Telegram CEO Pavel Dourov and had tried to move the headquarters of his company in Paris, recalled August 28, the American newspaper Wall Street Journal (WSJ), citing anonymous sources.
A year earlier, French renseignement services, in cooperation with the United Arab Emirates, hacked the phone of Pavel Dourov, pre-occupiers by the use of its application by the Islamic State to organize terrorist attacks.
“The governments aim to serve Dourov because of groups fueled by its application, combining pro-democracies and dissidents with Islamist activists, drug traffickers and cybercriminals,” the WSJ wrote.
