unreliable people

Do i just have very lazy and unmotivated friends or is it just so hard to get someone to commit to a project of yours, over the years ive met maybe thousands of people online and pretty much all of them just simply dont care if i want to work with them, they say they do but then end up putting in 30% of effort no matter how much i hype them up or try to motivate them, even simple tasks seem to be too much for most people even when the insentive is a lot of money, I only met 3 people who actually get shit done when we work together, just wanted to know if anyone else has expirienced the same, thanks!
