1) Locate the person's name and email address; you'll need it for the following step.
2) Proceed to the official PayPal login page and select the "Forgot Password" option.
3) After you arrive at the PayPal Recovery page, fill in the required fields with the pertinent data, including the recipient's email address.
4) A verification message containing the final TWO credit card digits will be sent to you shortly.
5) Make a phone call to PayPal at 0800 358 7911
6) Indicate over the phone that you do not currently have an active PayPal account.
7) After establishing a live chat connection, kindly provide the target PayPal account's NAME and EMAIL.
8) PayPal will then request the target credit card's last four numbers. Say the LAST TWO digits as you normally would, then mumble the first two.
9) They will verify that you are the account holder after verifying the card number.
10) Find out how old you must be to open a PayPal account by asking the live agent. Say, "Oh, my friend told me you could open a PayPal account at 15 years old," in response to their statement that you must be 18 years old or older to open a PayPal account.
11) Request that they move the account funds into another PayPal account you own if you don't think they will take any action.
