(You can skip my story to get to the solutions, since I cant post any images on LOL forums, these solutions are a combination of youtube videos, text, and links.)
1. Simple stuff: Make sure no other programs are running in the background. This does not mean close every process on task manager(unless you know what you're doing) but instead close open programs, exit programs on the system tray that you do not need.
2. Restart the modem and/or router/switch
-Just unplug it, keep it that way for 5+ seconds, then plug it back in
3. Install a 3rd party network mointoring service.
-Its just that simple, the program will run in the background and give LOL full priority of bandwidth over other programs.
4. Get other devices off the wifi
-Unless you have a very expensive internet plan and a REALLY good router, there's a high chance that other devices are stealing the bandwidth meant for your gaming, even if they are doing nothing, it still slows down the network for each device the more data that has to be distributed.
-It is fine for me when my roommate uses Ethernet and I use the wifi, there seems to be no problem, but when my phone, tablet, and chromecast all connect at the same time, there is MAJOR lag(even when they are not in use).
5. Change your DNS server to speed up overall internet access.
-Use this program to find the best DNS server for your location/bandwith: https://code.google.com/p/namebench/
-Once you get the numbers, how to change your DNS server on your connection:

6. Download a gamebooster,which temporarily stops process and services that are not need, preferably RazerGameBooster

7. Lower graphical settings in LOL; may or may not help with ping, but improves FPS

8. Switch to a for more reliable connection
-Use an Ethernet cord instead of wifi, that makes your connection much more reliable and faster
-Use a new form of wifi standard for a more reliable wifi connection.
9. Reset your modem
-WARNING: RESETS WIFI PASSWORDS FOR ALL-IN-ONE MODEM ROUTER.
-Done by finding a small hole on the back of your modem and sticking a small thing in it(funny, i know) and just hold it until your modem begins to blink its lights, which happens after like 10 secs, every modem is different so the tradidtional way of reseting a modem may not work for you.
These next two solutions should only be followed for desperate situations, and if no other solution has helped
10. Upgrade/Buy a new Computer
-Make sure your computer can at least follow the minimum requirements to play LOL(although it should be much above the minimum), if not... it may be time to get rid of that old piece of junk and get tech hippy
11. Upgrade your internet plan
-You cant really expect to play LOL on an economy class internet plan(they are usually meant for browsing.) 2 mpbs is fine, and also gives you bandwith space to breath so your connection doesnt choke at peak internet times for your Internet Service Prover(ISP)
-Its not all about the Download Speed, the upload speed is a major factor of your ping.
-Also make sure the ISP has a good, RELIABLE connection that doesnt "time out" when its many other customers are connectted at the same time. To do this, just simply search the reviews from its customers. I, myself am aware that my ISP (Comcast) has been rated horribly by others before, its not "Super Great", but its fine for me... so dont take each review too seriously.
