Trying to balance what works in both modes diminishes both modes.
The new launch pad for instance. Perfect for No Builds, but a wasted inventory slot in builds for an item that used to live in your materials slots. The port-a-bunker is another example of an item that is specifically intended for No Builds, but crowding up the loot pool in Builds.
