Reputation and authentication.

I see a lot of people complaining about there L# bug splatting and crashing. then I see they have reputation less than 10 so doesn't it mean that they can't authenticate and hence not working?
Or is the 10 reputation thing optional?
Also what does "HF" stand for in Leaguesharp?
