[Question]PHP & MySQL Database set-up

Hey guys,
I was wondering is anyone could give me help with setting up a database for a CS:GO jackpot site (I am not wishing to use this site for financial gain but merely for learning purposes)
The first issue I am having is when I load into my site I get an error saying "Access denied for root@ in "set.php" on line 9

I know I haven't set up a database yet so the $<> tags won't work but I didn't expect to get a "Access denied" reply.
If anyone could give me some help with this one then that would be great,
