the servers are localized in Japan by SEGA, some people worked hard to make an all in one installer in english (downloader, patcher, updater, fixes)

i recommend downloading first the English installer and then with the Tweaker you will be able to update the japanese game in an hand made new english launcher, make the english patch with it and also fixes issues by it self
