paypal blocking me help

I need help with paypal not letting me buy or sell anything. I was selling office and minecraft accounts and shit on ebay and everything was good until 3 days ago paypal checkout wasnt working on ebay, then when i tried to purchase something it just said " We're sorry. We were unable to set up pre-approved payments. Please try again later. Please return to the seller's website and choose another way to pay. "
I tried a buncha shit to try and fix it but now im realizing that paypal is fuckin booty. If any of yall can help me that would be great
