No longer able to purchase games on XBOX.com with Turkish Microsoft account balance

The title says it all. I already have a balance in my Microsoft account in Turkish Lira. I have been using UrbanVPN and it worked fine until yesterday. I am now unable to go on the Turkish Xbox.com site and purchase any game with my balance. I tried several other VPNs and proxies to no avail. I tried NordVPN's obfuscated servers which I've seen recommended in the past. My next guess is getting a dedicated IP address but I have no way to know if it will work. Is anyone else experiencing the same issue and has anyone found a solution? Any pointers towards the right direction would be very useful.
