.net and c++ crypters ? i want to learn to make a crypter ?

i dont want to use it maliciously i'm attending college soon and i think it'd be cool to learn a little bit of programing this way can someone tell me some useful things i should do and make sure it works like compatibility with rat i know i read something about it they said something like you must program the crypter in a language that the rat can read if i'm correct about that i dunno so basically i've downloaded visual studio community and downloaded the files for writing .net programs and another for c++ is c++ better ? im just interested in this since i came across it so id like to know how they written and work .
