Need help about lol refunding

So I have an account with a 975 skin, it was bought back in 2016. The account has 1 refunds left but I can't refund it in the client because it doesn't show it anymore in the purchase history. It shows only the last 3 month purchases. So my question is can I send a message to riot support and ask them to refund it for me, because I still have a refund left on my account.
The account is cracked, It's inactive since 2016.
