My internet provider has monopolized my house

I live in Germany. 2 years ago we moved to a house because our flat cant keep dogs. When we went to the new provider and installed all the stuff, this guys needed 25 days to activate our connection. I was happy again. Except the first crash. And it was fast. 2 hours after the activation........ we didnt think so much about this and enjoyed the life. If you want to check my speedtest : http://www.speedtest.net/my-result/5634684600 . Lets go on : my ping is terrible. Its very commen when it goes from a 70 ping to a 3000 and it can hold for hours. We couldnt stand this provider anymore (Telekom AG) , so we decided to change. The new provider has promised us a fast internet connection. And we know this. The should do all the paper stuff and call us back in some days. It wasnt better with my ping and I even destroyed my mouse once (e-whored a new one on the same day
