Missing rp from accounts?

So I keep coming accross this issue time after time. Basically, I check my accounts using lol checker, after it has finished it shows up all the working accounts however most if not all of the accounts have only 140rp for some strange reason. Now what's even more confusing is when I log into the account there is no purchase history at all, so what's going on? I'm pretty sure every account gets 400rp at the start right? so where did the missing rp go?
