Nowadays, it is extremely difficult to create new PayPal accounts without having to confirm mobile number.

Generate a card using the pp country bin on Namso cc generator ( you can just search any bin online)
Step 2:
Visit the Wikipedia donation page
Step 3:
Select minimum donation amount and select PayPal as payment method.
You will be redirected to a PayPal login page. Click on "create account button" and use input card details plus generated fake address.
This will create a new PayPal account and you will not be prompted to confirm the mobile number.
The same method works when adding credit cards to new PayPal accounts to generate your own transfers.
