It's the same principal as if you go to Thailand, your USD or Euro's or GBP's (etc) are worth much more than a local currency, putting your dollars in much higher value.
The current country to use is : Argentina
Step 1) Acquire a Argentina bank account.
You can source them from online forums. A common entry level one is belo.They allow 3 vcc's per year and are $40-60.
With most bank services you can top up via BTC and spend with generated VCC's. The reason you need multiple VCC's is for doing different accounts.
The method will only allow you to add that card to about 4 accounts, even if you remove it. Belo is a great starter, but for scaling you want to invest more and they can range up to $600 for some bank accounts.
Step 2) Get a VPN or residential proxy. The better your IPScore, the more likely Microsoft allows you to check out. I recommend IPVanish or a residential proxy.
Step 3) Connect to Argentina & search up xbox.com
Step 4) Checkout & add your card details. You should have a matching billing address to your card. Bank providers will give this to you.
Step 5) Log on to the service with an xbox and it will sync to other devices. Specifically for Fortnite, if your epicgames account is connected (xbox.com/account/connections) to your Xbox account, then login to xbox and it will appear on other platforms afterwards.
