How to start a cheat company

So im currently looking for people that want to partner with me because i want to start a company that sells cheats for the game "FiveM" wich is a GTA V modification, i have some funds but i got no knowledge whatsoever on how to get delevopers to do that work i want people to reply to this thread give me tips or smt to work with.
