How to make a successful order on a fresh Amazon account

Does anyone know how to make a successful order on a fresh Amazon account. I've tried dozens of times but every time they lock the account asking for a billing doc. I send them the billing doc (real, not fake), they simply don't reply and won't unlock it.
Please, there has to be a way to make a first order which goes through on a fresh amazon account.
All help appreciated.
