THIS IS A VERY QUICK AND VERY EASY METHOD TO INSTALL OPENBULLET 2[NO MODS]
THERE IS A OFFICIAL TUTORIAL ON THERE WEBSITE BUT ITS NOT VERY NOOB FRIENDLY
THIS IS HOW :-
this are all official link so dont worry
Download Openbullet from here:

Download and install dot net : https://dotnet.microsoft.com/downlo...untime-aspnetcore-5.0.3-windows-x64-installer

Download and install this too: https://dotnet.microsoft.com/download/dotnet/thank-you/runtime-desktop-5.0.3-windows-x64-installer
Launch the exe that's in the zip (unzip it to a folder before you do, obviously from 7zip or winrar which ever software you want but i use 7zip)
If it crashes, start cmd, drag the .exe into it and it will give you another microsoft download link, just install that one too
this is the important step :-
once launched, you will see a a window with red text now open any browser and go to http://localhost:5000/ and you should be able to see the interface
there you go obenbullet 2 running successfully on your pc
