How to deal with public wifi hogs?

So I'm staying at a place for one more week and the place has wifi for everyone living here and of course it's shit wifi but sometimes when no one's using it it's good. I really just wanna play a couple games of league with at least 200 ping (normally 50) but I can't. I go with 50 ping for a couple of minutes then go to 1000 for the rest of the game. The wifi becomes literally unusable after 9PM because I'm guessing people are bit torrenting porn or something while they sleep. I know this sounds like a douche question but is there anyway I can hog the wifi to myself or at least make it a bit stable? Right now it's taking me 15 seconds to load a page because of these people downloading their HD porn movies
