here's how :
1) Access to the mail

We go on mail

We restore the account and find out that there is a mobile authenticator

Clearly, we press that we do not have access. Therefore click "I no longer have access", remember the last two digits of the number from the next window

Again, report the inaccessibility of the number, we go through the procedure of deleting the number and restoring the account.
It is advisable to use the original email address, for so the chance of refusing support is extremely small.
Then we need a mobile phone number linked to the account, we have the last two digits, so it's not a problem to find out if the number found is the right one.
Numbers can be found on many sites: VK, Amazon, on one of some previous accounts I found the number on the site with the delivery of pizza. Here I was more fortunate, I found a message from Facebook:

Next, you will need (or not) a card that used to pay for purchases on Steam, or rather the last 4 digits of the card. In the letters Steam often indicates the origin of the card (Visa, Master Card, etc.).
Again, we go to different sites, ala Amazon and other shops. I found on PlayKey:

Keys activated on the account. Everybody knows about plati.ru, primearea.biz and similar stores, there you can search for keys.

About the phone you can write a lot - stole, lost, etc.
In the end it should look something like this

The chance of a support failure is minimal, with so many proofs.

The first acc. I indicated my mail first, in the ticket I was asked to create a new one from the post to which the account is tied, indicating the old ticket
