How important is it to have an updated Graphic Artists Guild Handbook?

I recently came across a copy of the 12th Edition of the Graphic Artists Guild Handbook that I was able to snag with store credit at a local book store. I was curious at how much of a difference there was in the rates of the newer 16th Edition. Is the 12th edition still a reliable baseline or has that information gone out of date?
