how do i delete someone else's instagram account permanentely?

i was best friends with a girl from work. out of trust i lent her a lot of money, now she blocked me on everything and won't give me the money back. she has made my life miserable and now i want her to feel what i feel. i have her phone number and instagram account. is it possible to permanently delete her account? how do i do this?
