Being a Linux Person, I finally found a quick way to set it up & run on debian:
Install Dotnet for Debian 6.0.x, Go to OpenBullet 2 folder and open the command line in that folder, then type "dotnet OpenBullet2.dll" It will run in a localhost webpage and the ipaddress:port will be displayed in the same cli
