Fake ID's

I've got a question, The other day someone at my workplace presented me with a military id and everything looked legit on it but after looking at the back it was missing a seal and it was a dead giveaway that this id was a fake, my question is how do people get fake military id's and how could they use it? To the best of my knowledge this is next to impossible to replicate because of the chip inside of the card and the PKI certificates that it has on it. Does anyone know how this was done?
