Best way to advertise on this website

If I was trying to get traffic to my website so people could sign up and make an account to buy followers/likes ect for instagram, how would i go about setting that up? Where/what type of ad is the most effective for forum sites? This is my first time doing an ad campaign that isn't on a platoform such as Facebook or Instagram.
I'm just a newbie so any help is appreciated
