Anyone know how to dupe/steal OG Xbox gamertags?

I've tried a method of where I contact Microsoft and just try and explain to them that the account hasn't logged into Xbox Live in 11 years but they said for security reasons they cannot shutdown their account and give me the tag. I thought Microsoft started releasing tags that haven't been used for 5 years in 2016, but I guess not. Anyone know how to do this still?
