any Russian in here? i have question about learning Russian language for programming

why Russian programmers are the best? if you are talking about mathematics, my country have the same mathematics of Russia, But we don't have any good hacker and programmer at this time. i think it's about language and good websites, If i learn Russian, can i get good resource to learn hacking & programming? are Russian websites better than English websites to learn hacking ?! Do you advise me to learn Russian?
