Are there any TTRPGs that revolve around this concept? If not, then is there at least a toolkit that helps me build said setting?
The first thing that comes to mind is GURPS but I have yet to read through it's basic rulebook. (The amount of information laid out is too overwhelming.)
I also hear good things about All Flesh Must Be Eaten and it's system of building zombies and zombie settings.
