You can change any language on Riot server (exclude LOL Garena/Tencent), even Chinese and Korean.
It's very easy. Right click the LOL shortcut on desktop, add " --locale=zh_CN" in target, click OK. Then double-click the shortcut to launch LOL client. It will update about 1.5GB.
"zh_CN" can be replaced into "ko_KR", "ja_JP", etc.
If the client always restart and can't download patches (in change "zh_CN", "ko_KR"), just re-install it.
