yes it is true, if you heard about this tool before you will be happy to hear that it makes all textures look sharper now at the same time of giving an FPS boost.
Was remaking the whole tool during the 5.6 patch and has been confirmed working now on XP and Windows 7 (still waiting for Windows 8 feedback)
It increases textures by the new unicode tbb.dll and the fact that "unblocking" of files is much better in the installer now.
To install it simply unblock the file by right clicking it -> Properties -> Unblock, then select your league directory (follow directions on install page) then press install.
you need to have your client closed.
League will launch after a few seconds once it is done patching league.
Enjoy moar FPS and much sharper textures.
Future updates will focus on improving the look of League of Legends as everything else is good atm.
