Why is there no Aus refunders?

i know we are a much much much smaller market, but can anyone give insight into why there are no aussie refunders? i know some refunders offer a tiny selection of store ie. amazon and paypal disputes. but why no non-paypal stores? is it because nearly all the USA/UK stores use FTIDs? and thats not available in aus?
