STEP 1:
Go in any region like TR or RU and if the language that you want there isnt in the list you pick it with my method.
STEP 2:
Close the game and go in league of legends folder.
STEP 3:
GO IN RADS ---> system ----> locale and open it
STEP 4:
Choose the language code from here:
STEP 5:
Once you submit it and saved. Close it and open lol and it should be at your language.
